An approach that seems to work much better is to recognize that each observer is part of the quantum system that they're studying and has their own context, which amounts to their history of experiences in the universe. Each observer lies outside of the part of the universe that they're interacting with and therefore must describe what they see with an appropriate quantum description. If two observers ask the same questions, they must obtain the same answers.
